Zajel News – Political Report

After months of political wrangling and parliamentary disputes, Kosovo witnessed a significant political development with the announcement of a compromise between the government and the opposition regarding the selection of a new president. This move aimed to contain the political crisis and avoid a return to the polls for new parliamentary elections.

According to reports, the election of Justina Shiroka Pula as President of Kosovo has given the country’s political institutions a chance to recover after a prolonged period of stagnation. It has also reopened the debate about the future of political stability in this Balkan nation, which continues to face internal and external challenges related to its relationship with Serbia and its efforts to strengthen its European and international presence.

A Political Agreement Ends the Deadlock

The compromise came after negotiations between the government of Prime Minister Albin Kurti and opposition forces, aimed at securing the necessary parliamentary support for electing a president, given the division that followed the parliamentary elections and the failure to reach a consensus on completing the presidential election process.

According to reports, the agreement was linked to disagreements over the jurisdiction of the court responsible for investigating war crimes related to the conflict in Kosovo. This is a highly sensitive issue within the country, given its connection to the period of conflict with Serbia and the prominent figures who played key roles in the independence movement.

This understanding reflects the importance of consensus among political forces in parliamentary systems. Winning a large number of seats is not enough to overcome constitutional crises; in some cases, it is necessary to build alliances that guarantee the legally required majority.

Third Woman to Head the Presidency of Kosovo

The election of Justina Shiroka Pula marks a new milestone in the history of female representation at the head of state, making her the third woman to hold the presidency of Kosovo, after Vjosa Osmani and Atifete Jahjaga.

Although the president’s powers in Kosovo are more constitutional and representative than those of the prime minister, the position remains crucial in managing constitutional processes, representing the state, and contributing to the continuity of its institutions.

All eyes are on the role the new president can play in fostering dialogue between political forces and helping to overcome the effects of the divisions the country has experienced recently, particularly given the need to strengthen trust in public institutions and consolidate stability.

A Political Crisis That Has Been Emerging Since the 2025 Elections

The roots of the crisis lie in the February 2025 parliamentary elections, when the Vetêfindosé (Self-Determination) party, led by Albin Kurti, failed to secure an absolute majority in the 120-seat parliament.

The party won 48 seats, insufficient to form a stable government on its own, plunging the country into protracted political negotiations regarding government formation and the distribution of responsibilities.

With early elections held in December of the same year, the party’s performance improved, securing 57 seats. Kurti was then able to obtain a vote of confidence for his new government in February 2026, with the support of several minority representatives.

However, the end of former President Fioussa Osmani’s term in early April 2026 brought the disputes back to the forefront, as a quick agreement on her successor proved impossible, and the risk of new elections emerged amidst the continued divisions among parliamentary blocs.

Reaching a compromise on the presidency represents an attempt to contain this crisis, but it does not necessarily mean the end of the political disputes or the disappearance of their causes. The government’s ability to build sustainable consensus remains one of the key tests for the next phase.

It is worth noting that…

Reports published on October 7, 2026, indicate that Shiroka Bola received 81 votes out of 120 seats in parliament, exceeding the required 80 votes. She was then sworn in and officially assumed office on the same day.

The new president is 73 years old, an economist and academic, and served as Minister of Energy and Mining between 2008 and 2011. She has also headed the Academy of Sciences and Arts of Kosovo since December 2015.

Meanwhile, the amendments concerning the war crimes tribunal remain a subject of political and legal controversy, as their passage was linked to the agreement that allowed for the election of the new president, amidst protests and ڤ to the reduction of the tribunal’s powers.
